The PCL family of companies is pleased to announce that Old Dominion Electric Cooperative (ODEC) has awarded the Engineering, Procurement, and Construction (EPC) contract to build its Wildcat Point Generation Facility, a state-of-the-art, combined-cycle, natural-gas power plant in Cecil County, Maryland, to White Oak Power Constructors, a joint venture between PCL Industrial Construction Co., (Houston) and the engineering firm of Sargent & Lundy, of Chicago, Illinois.
“White Oak has demonstrated extensive knowledge and experience within the power industry, and we are confident that their team will bring significant added value to our project. We look forward to working with White Oak as we bring Wildcat Point to life,” said Rick Beam, senior vice president of Power Supply for ODEC.
The state-of-the-art combined-cycle, natural-gas power plant in Cecil County, Maryland, facility will boost the regional economy, improve reliability on the region’s electric grid, and help ODEC to deliver cleaner, cost-effective power to its 1.2 million members in Maryland, Virginia, and Delaware. Wildcat Point is expected to generate 1,000 megawatts of electricity, enough to power roughly 390,000 homes annually. ODEC solicited bids from several major EPC contractors with suitable capability and experience in designing and building large combined-cycle power plants.
White Oak Power Constructors, named for the state tree of Maryland, is a joint venture between PCL Industrial Construction Co. (PICCo), of Houston, Texas, and the engineering firm of Sargent & Lundy LLC, of Chicago, Illinois. Both companies have more than 100 years of global experience in providing high-quality engineering and construction services to the power industry.
“Our team worked very hard throughout the pursuit to be responsive to the specific challenges of this project while providing ODEC the best overall value,” said John Moreno, president of PICCo. “This proactive and collaborative approach provided a solution that no other team put forth and really set us apart from our competitors. We look forward to continuing to build on this partnership and sharing the success with our client.”
Construction is expected to begin in late 2014 and the plant will be operational mid-2017.
